I advise companies, universities, non-profit organizations, and state and local government about the federal laws and policies that shape and govern education systems. I co-founded Foresight Law + Policy nearly a decade ago to provide the education field with the strategy, policy, messaging, and legal insights required to improve student outcomes. Today, Foresight’s team includes experts recruited from across the profession and important specialty areas, including respected early childhood, elementary and secondary, postsecondary, and workforce leaders.
Among other areas, I provide legal advice about the Elementary and Secondary Education Act, the Family Educational Rights and Privacy Act, the Protection of Pupil Rights Amendment, the Children’s Online Privacy Protection Act, and the Telecommunications Act’s Schools and Libraries Program (“E-rate). I also counsel clients about how to work effectively with Congress, the U.S. Department of Education, and the Federal Communications Commission. My education policy and advocacy experiences include designing and executing successful lobbying campaigns, crafting effective public messages, managing coalitions, and informing high stakes federal rule making.
Prior to co-founding Foresight Law + Policy, I practiced education and telecommunications law for over a decade with two national law firms. I also served for eight years on Capitol Hill, including as telecommunications, technology, and privacy counsel for former Senate Commerce Committee Chairman Bill Nelson of Florida, and as a telecommunications and technology advisor to former Senator Bob Kerrey of Nebraska.
I received my J.D. from the George Washington University Law School in Washington, D.C. and my bachelor's degree from Cornell University in Ithaca, New York. I am a member of the Washington, D.C. and Virginia Bars, and the International Association of Privacy Professionals.
